With a 6/8 setup, the Goddess Athena isn't very strong. If she has troops around, her Phalanx ability may improve that to 7/9.
Offensively she has her Owl, which does a free range 2 area attack with 4 dice. Nothing spectacular, although it may cause 1-2 damage per enemy unit. When in a phalanx she has a strength 7 melee attack. Decent but not what you'd pick Athena for.
Her true power lies in her utility powers, though. Firstly she brings 3 AoW cards, which is more than any other God. Secondly her Strategist power (cost: 2 AoW) enables you to activate 2 more units without using an AoW card AND draw 3 cards, - which is a net result of +1 card plus two free activations.
The unit that comes closest to her, utility-wise, is Agamemnon. Het lets you pick one AoW card from your deck - but his ability also costs 1 AoW card. Like Athena he also lets you activate 2 more units for free. If you have them both in your deck you may see a lot of activations - and you will run through your deck like there's no tomorrow.

Atually, it's searching for 3 cards, which is way better. This means you have a pretty decent amount of control on what will be in your hand next turn whenever you use her power.
The most interesting thing to me about Athena is how she enables you to pull off combos with your regular units that you might not otherwise be able to without the proper amount of AoW or without the right cards in your hand. Stick a good guard on her and you're good to go!

Definitely! You are able to do pretty much during your activations when fighting for her!
